Virginia car insurance companies support local law enforcement in their fight against Virginian car thefts and crime. How does this work? The VA General Assembly created a fund that rewards tipsters who share valuable information leading to motor vehicle theft arrests. Accordingly, the name of the program is “Help Eliminate Auto Theft,” or H.E.A.T. Auto insurance companies fund it. Funding is “collected from Virginia’s approximately 200 insurance companies,” according to  the article by Lisa Rowan (Cardinal News, Grants funded by your car insurance…,” Lisa Rowan, 6/3/25).

How does the H.E.A.T. program help against car thefts?

This is a proactive program similar to Crime Solvers, Crime Stoppers, and Drug hotlines. Created in the 1990s, the fund rewards car theft tips that lead to solving a crime involving motor vehicles, such as car thefts. It also provides Virginia State Police funds to support educational programming. Plus, H.E.A.T. even supports tech equipment purchases to help prevent and solve vehicle theft crimes. So, if you see something, say something by submitting tips that could be rewarded.

According to the Martinsville, VA government website: “Citizens call the toll-free number to report information concerning the theft of vehicles or vehicle parts or chop shop operations (one of the main targets of the program). Chop shops disassemble stolen motor vehicles and sell unnumbered, untraceable parts to repair shops. Callers remain anonymous throughout the process.” They offer VIN Etching periodically too (often at no cost). What is VIN etching? The vehicle’s identification number is chemically etched into the vehicle’s glass with a chemical solution. This makes a car or truck less attractive to someone who is considering stealing it. It causes more work for the would-be criminal.
